Preliminary studies on road pricing in Helsinki region have been completed. We were in charge of the technical-functional study, where the main focus was to map the functionalities and implementation options of the payment systems through benchmarking, a technical study and a development plan for impact assessment methods.
As the volume of traffic exceeds the capacity inherent to the road or street, vehicles are queued, travel times are extended and capacity is collapsed. Pricing enables the network performance to be optimized. In all benchmark cities, pricing has been driven by broader societal goals, for which road pricing has been recognized as the most effective measure.
There are several different mutually supportive technologies used for pricing. With regard to impact assessment, the most important action will be the development of travel time selection models and thus models describing the temporal distribution of congestion.
